Alicante starts working to have one of the most modern waste treatment plants

Alicante, November 17, 2022. The City Council of Alicante intends to immediately execute the bio-waste treatment line and the modernization of the Fontcalent plant for more than 15 million euros, supported by financing with European funds. With this initiative, together with the already approved purchase of new machinery to update existing lines, work begins to convert the Alicante Waste Treatment Center (CETRA) into one of the most modern and most advanced in Spain, with the latest and most innovative technologies. for the selection of waste and the transformation of organic matter into energy and high-quality compost to fertilize fields and crops.

Manuel Villar, adviser for street cleaning and waste management, explained that “the treatment of all the organic waste that reaches CETRA will require adapting the current treatment line and setting up a new one, with the most modern technologies to obtain energy and high quality compost for agricultural and gardening use, with half of the project financed by European funds”.

In this regard, he added that “these plant modernization processes will be carried out in parallel with the processing of the area plan management project, which is going to be reviewed after more than a year pending the approval of the administration. region, in which the settlement and cost scenarios have changed”.

Villar points out that “while the adaptation is completed and the costs of the Zonal Plan management project, which regulates the plant and the landfill, are recalculated, we will begin to introduce improvements in the treatment lines and the rest of the installation, which together and when completed will exceed an investment of more than 70 million euros, which will make CETRA one of the most modern and advanced waste treatment complexes in Spain”.

The first project concerns the establishment of the new bio-waste processing channel, which will allow the processing of organic waste collected in the brown container and has a cost of €12,656,404.79. In this case, the maximum aid can go up to 4 million.

The second relates to the improvement of the installation for refining the biostabilized material of the remaining fraction to improve the recovery of materials, in particular the recovery of glass, and is for an amount of €1,715,193.39. In this case, the maximum aid can go up to 1 million.

These first plant modernization projects are necessary to extend the collection of organic waste to the whole city. To make this possible, they have been submitted to the call for aid funded by the Recovery and Resilience Mechanism, Next Generation EU and will be granted by the budgets of the Generalitat Valenciana.

In addition to this, the council has already awarded the purchase of new machines for 906,277.90 euros for the modernization of the current treatment processes.

first improvements

At the end of October, the Board of Directors of the City of Alicante awarded the commercial companies Stadler Selecta SLU and Eggersmann Spain SLU, in two lots, the improvements needed to modernize the plant of the Alicante waste treatment center (CETRA ) for 906,277 euros, as a preliminary step to the deployment of the brown container throughout the city.

The competition is divided into two lots for the powered, roller and trommel screen, in the first, which Stadler Select SLU is awarded for 721,595.60 euros, and for the mobile electric trommel screen of the second lot, was presented Eggersmann Spain SLU for 184,682.30 euros. The competition was launched as a call for tenders for 969,705.92 euros.

Treatment of bio-waste

The town hall intends to modernize the existing line and execute a new bio-waste treatment line with an investment of €12,656,404.79, with which to obtain high quality compost. To finance this project, the Town Hall has requested European funds of up to 4,000,000.00 euros maximum, as part of the call from the Ministry of Rural Agriculture, Climate Emergency and Ecological Transition for waste treatment facilities, funded by the European Union’s Recovery, Transformation and Resilience Plan.

These actions were presented to the Citizen Participation Council of the Domestic and Similar Waste Recovery and Disposal Services of Alicante and approved by the Local Government Council, on July 12, 2022. The processing of the aid is very advanced and it is expected to have favorable resolutions by the end of the year.

In concrete terms, the line A project includes construction and equipment work for a bio-waste treatment line at CETRA. It has two phases, the first with a value of 6,884,099.79 euros -which the town hall would face entirely from its own funds, and which consists of the incorporation of new machinery in an area of ​​the current warehouse to carry out the pre-treatment of bio-waste from selective collection, including the conditioning of the independent unloading beach and, on the other hand, the construction of a new warehouse to carry out the composting of bio-waste and another for the refining of the compost.

The second phase, worth 5,772,305 euros – for which European funding is used – corresponds to electromechanical equipment for composting the organic fraction and machines for screening and refining the material, to obtain high quality compost.

With regard to line B, the purpose of the project is to install electromechanical equipment to improve the existing line for screening and refining biostabilized (from recovered organic matter) in the current CETRA , so that the recovery of materials capable of being recycled is increased and a better quality material is obtained.

The planned installations consist of a set of electromechanical equipment connected by belts through which the material to be treated circulates and through which it is subjected to a mechanical process of refining and screening.

The equipment to be installed is a material loading feeder for the process, conveyor belts, a trommel, a vibrating screen, a ferrous separator, another inductive and two glass optics. In addition, the foundations will be improved and the electrical and compressed air installations for the operation of the equipment will be expanded. This project is presented to be financed by European funds for 1,715,193.39 euros.
