This is stated in the decree of the Presidency of the Board of Directors published this Monday in the Official Gazette of Castilla-La Mancha, which indicates that the Ministry of the Presidency, Relations with the Courts and Democratic Memory, in collaboration with all public administrations, approved the Four-Year Plan (2020-2024) aimed at establishing a common framework for action to accomplish this eminently humanitarian task in the short term, so that all victims of civil war and political repression followed, in accordance with the principles of truth, justice, reparation and non-repetition.
The Regional Study Plan on Democratic Memory of Castilla-La Mancha, for 2022, unanimously approved by the Advisory Council of Democratic Memory of Castilla-La Mancha, includes the realization of this project for the recovery of victims of the Civil War in Spain and the Franco Dictatorship at the Municipal Cemetery of Manzanares.
The Town Hall launched this research work at the municipal cemetery for the location, exhumation and identification of those who suffered reprisals. For this, collaborative efforts have been made with the Historical Memory Association of this municipality, according to Europa Press.
Likewise, the Provincial Council of Ciudad Real, in collaboration with the National University of Distance Education (UNED), through the International Center for the Study of Memory and Human Rights (Ciemedh), has carried out the research project that allows the execution of field work for the location, exhumation and identification of victims.
“The uniqueness of these grants is based on the humanitarian character of the intervention as an expression of the right of all citizens to moral reparation and the recovery of their personal and family memory, which determines their special treatment”, indicates the decree, signed by the regional president, Emiliano García-Page.
As already done in a previous phase, these funds will be used to carry out preliminary studies and activities aimed at facilitating or carrying out the work of locating and identifying the victims, as well as the exhumation and individualization of the bodies. found in the pits. located at the Manzana Cemetery.
This phase will include the realization of the tasks of topography, photography and graphic design, the realization of the planimetry which includes all the development of the intervention and the earth movements of all the findings documented in their context.
In the same way, the Town Hall of Manzanares will guarantee, in accordance with the regulations, all the security measures aimed at avoiding the deterioration or the looting of the remains located or in the process of exhumation and anthropological study.
In the same way, a forensic anthropological study of the recovered remains will be carried out aimed at determining the sex, estimating the age, taking measurements of long bones to determine the size in life, completing inventory sheets to indicate the absence or absence of bone remains, complete dental records, if the state of conservation allows it, and report more obvious pathologies or anomalies.
Genetic identification is also provided, where the compilation of information from relatives that can be associated with each of the victims is collected, the collection of samples of human skeletal remains corresponding to them, as well as the dignity of the space in which they were located.the pits.
