Nearly 1,400 kilometers of roads to improve road safety


EL ALTO Aragón has a varied geography which determines the dispersion of its population. For this reason, the Provincial Council of Huesca pays particular attention to the needs of the territory, both in terms of road communications and in terms of infrastructure and public services.

The improvement of security in the accesses to agglomerations of different sizes is the main objective of the budget that the Provincial Council allocates maintenance and upkeep of almost 1,400 kilometers of motorways, of which 500 are owned by the province and the rest are municipal roads.

So that they are in perfect condition, promote the development of the territory and provide security in travel, the Provincial Council carries out important semi-integral conservation works (renovation of the roadway, cleaning of ditches, road safety and signaling operations) which involve a significant investment on the part of this entity, since not only does it deal of this type of work, but also to emergency work.

The Deputy Delegate of Public Works, Joaquín Monesma, explains that this year is one of the most important in recent times in terms of work carried out on the roads of the Provincial Council. “The aid we received from the ministry for the Filomena storm allowed us, in addition to the regular annual budget, to increase some 8 million more to allocate them to the maintenance of roads and accesses in the province.”

During this exercise, different works and emergency works have been undertaken on the communication routes of Alto Aragón maintained by the Provincial Council, to name a few, access to Riguala de Serraduy and La Vileta de Serraduy has been improved, as well as to the towns of Jacetania such as Espuéndolas, Navasa, Ullé-Barós, Guasa, Baraguás, Atarés, Guasillo, Caniás, Lastiesas Altas and Navasilla, or in Alto Gállego towards Espierre and Barbenuta. The connections have been improved in Biello Sobrarbe, in La Hoya de Huesca, the Esplús variant in La Litera or the connection between San Esteban and Tamarite, among others. In most cases, this involves pavement restoration, reconstruction of retaining walls, slope stabilization and road drainage.

In terms of amount, the most important is the access to Nocito from the Manzanera tunnel “which involved more than one million euros of investment. Due to the environment and the area in which it is located, it is a rewarding job due to the improved access to the Nocito Valley. We also give continuity to a work between Tamarite and San Esteban, a project that began a few years ago to connect these two towns of the Comarca de La Litera. In this section it was necessary to widen and make a wider bridge so that it meets all the technical parameters required to convert it into a communication highway. It is an important backbone in this field which, thanks to the industry, is booming,” says Joaquín Monesma.

Thanks to the maintenance and improvement of the accesses of the towns, many of them that were abandoned in the sixties and seventies, are being recovered. “There are homeowners who renovate their homes because they want to retire in their city. The Diputación has always been and is sensitive to taking into account the small nuclei and especially the requests of the municipalities”.

Joaquín Monesma points out that Improving accessibility is “fundamental” to bringing and facilitating entrepreneurship in cities.

“We have several examples, such as the vineyards of Barbenuta or the nucleus of Caballera in the municipality of Santaliestra, which was completely uninhabited and 6 houses have been rehabilitated where there are already neighbors who telework.” In this sense, the Deputy Delegate of Public Works affirms that thanks to the broadband that we have been able to bring to the municipalities, we have a fairly acceptable fiber optic infrastructure in the province and which makes it possible to telecommute from home and to recover these nuclei, and there are others because fortunately life in the cities is improving, we must bet on it”.

Looking ahead to next year, in the budgets that the Provincial Council will be approved soon there is already important work they want to do “like the access from Ascara to Lastiesas that will put the Aísa Valley on the map with direct communication with the highway. We also have in Castelflorite a strengthening and widening of what was initially to be the continuity of the A-129, a road that has remained in limbo and in which the Provincial Council is strongly committed because it is a backbone between counties and territories. And the route from La Mata to Olsón to Sobrarbe will continue, in short, we have a wide range of projects that will emerge over the next year”.

Joaquín Monesma justifies “much fairer funding in which the territorial reality of the province is taken into account, with a lot of extension and weather conditions that differ from region to region, in summer very powerful heat, in winter in the Pyrenees with snowfall and ice. With winter roads, argues the MP, there is significant road maintenance. “When the weather deteriorates, we take action to clean the roads, signal them, prevent the production of ice and spread the flows. If we had more funding, we could logically reach more population centers and more kilometers of roads”.

In recent years, access to the centers in the province of Huesca has improved considerably and the way in which maintenance work is carried out has also evolved.

In addition to all these actions on the communication channels described, the Department of Public Works and Heritage advises on the preparation of project reports for the works managed by the town halls and the balance sheet of the works carried out. Likewise, Reports are made to town halls and proposals for solutions on actions to be taken in the event of emergency events and which present a danger to people or things, and advice is given regarding constructive solutions in the event of possible municipal actions in the field of public works. He also carries out the expertise of the Administration before the files of forced expropriation and other technical actions promoted by the town halls, and assists the technical staff in the contractualization of the tables convened by the consistories. And collaborates in the drafting of technical prescriptions and administrative clauses relating to municipal works.
