The National Facilitation Committee begins work on the implementation of the electronic passport


EL NUEVO DIARIO, SANTO DOMINGO.- The President of the Civil Aviation Council (JAC) and the National Facilitation Committee, José Ernesto Marte Piantini, announced on Wednesday the start of work for the implementation of the electronic reading passport in the country, after the President of the Republic, Luis Abinader, through Decree 438-22, declared the implementation of this modern travel document of high national interest, leaving the General Directorate of Passports in charge of this process .

“The main objective is to provide the country with a travel document containing an encrypted circuit and biometric elements to authenticate the identity and citizenship of its holders”, explained Marte Piantini, stressing the importance of implementing place of the passport for the Dominican Republic. electronic reading.

He also recalled that the JAC had this issue on its work agenda since the beginning of its administration, as evidenced by the meeting of the National Animation Committee (CNF) of December 9, 2020, where only 4 months from its appointment in as a public servant raised at this meeting the need to implement this modernized travel instrument.

The electronic passport is a technologically more advanced travel document, which embeds the traveler’s data in a tiny chip, which can be authenticated by biometrics and by the incorporation of public key infrastructure.

Marte Piantini reiterates that seeking to achieve the objectives of President Luis Abinader, to revitalize Dominican tourism, the recommendations made by the International Civil Aviation Organization (ICAO) are being implemented, which recommends to Member States, greater use of technologies to facilitate contactless processing of passengers at different stages of their journey.

According to a press release, Decree 438-22 orders the following public institutions to collaborate with the General Directorate of Passports, for the establishment of the electronically readable passport in the Dominican Republic: Ministry of Foreign Affairs, Ministry of Defense, Ministry of the Presidency, Ministry of Tourism, Council of Civil Aviation, Dominican Institute of Civil Aviation, Specialized Corps of Airport Security and Civil Aviation, General Directorate of Immigration, General Directorate of Customs, Department of Airport, Ministry of Interior and Police and Government Office of Information and Communication Technology.

The Dominican State is a signatory to the Convention on International Civil Aviation, Chicago Convention of 1944, ratified in 1945, which creates the International Civil Aviation Organization (ICAO) with “the mission of promoting a global system of civil aviation which operates permanently and uniformly with maximum efficiency and under optimum conditions of safety, protection and durability”.

The National Facilitation Committee (CNF), as established in Article 265 of Civil Aviation Law 491-06 of the Dominican Republic, as amended, is constituted as a body attached to the Aviation Council Civil, in charge of the necessary procedures and coordination to facilitate the entry, transit and exit of aircraft, passengers, cargo and mail on the national territory, in accordance with the applicable standards and the methods recommended by the Organization of the international civil aviation (ICAO).

The machine-readable passport has been implemented by more than 110 countries. It is more reliable and secure, easy to maintain and replace, with hard-to-copy technology due to the built-in encrypted security electronics, as well as biometrics to authenticate the traveler’s identity and citizenship. Among the advantages of its implementation as a simpler technological element are the streamlining of border control processes, rapid implementation, easy maintenance and replacement.
